The simple reason is that most of the cost of running a game is there whether two people play or ten people play. The room still needs a game master. The lights, audio, electronics and reset still happen. The set still gets repaired after someone decides that a decorative pipe looks load-bearing. A larger group spreads those fixed costs across more players.
